Is it possible to mix a perfume with an unscented lotion to make my own scented lotion?

Yes, you could mix perfume into unscented lotion, BUT perfume contains alcohol and that may irritate your skin. Also, it will water down the lotion. I have added essential oils to unscented lotion and that worked great because the oils are very strong and not much is needed to highly scent the lotion.
Mixing unscented lotion in with a scented lotion is a great way to cut the potency of the scented lotion.
